Features of the Phytosanitary Association of Ukraine

The Phytosanitary Association of Ukraine (PAU) was founded in August 2016.

Head of the Association

Vladyslav Sedyk, the President at the Phytosanitary Association of Ukraine, the Head at the Committee on phytosanitary security in the public council at the State Service of Ukraine for Food Safety and Consumer Protection. He has extensive experience of work in the central executive authorities, in particular the Ministry of Agrarian Policy and Food, and the State Veterinary and Phytosanitary Service of Ukraine.

At the moment - consultant for phyto-sanitaria issues in the IFC project.

 

Questions to the head of the Association

- The Phytosanitary Association of Ukraine was founded in 2016. Why has the idea of supporting and lobbying the interests of market participants in the field of phyto-sanitaria indeed originated?

Considering the priority and importance of phytosanitary market services development due to the export-oriented policy of the state, the question of operator’s interests identification and their further supports is very important not only for representatives of this segment, but also for the whole branch of phytosanitation in Ukrainian society in general.

 

- What purposes and tasks does the Association face in the short term and long term? Whether it is already possible to allocate some achievements for the incomplete year of work?

The Phytosanitary Association of Ukraine is a very young organization that during the short time of it’s existence has already repeatedly spoke out in favor of its members right, but also other some market participants of phyto-sanitaria whose interests were under the threat, in particular, in the sphere of unfair competition in the market, and also in the sphere of grain export. The purposes and problems of the PAU are enshrined in our authorized documents, and we will move effectively in the direction of their implementation.

Assistance to the creation of powerful competitive branch in phyto-sanitaria field of Ukraine for the satisfaction of all our members and consumers’ needs in internal and foreign markets is the main task which the PAU sets for itself. There are still a lot of questions and tasks to be solved and we believe that we may do our best considering the wide experience of our members and great desire to work successfully.

 

- How do You plan to achieve all above-mentioned goals? What methods of market participants lobbying interests do You consider to be the most effective?

We are starting our activity in that difficult time for our state, when corruption has got into all spheres of activity so strongly that even the concept "lobbying" often carries a color of abuses.

Therefore, it is better to speak just about methods of goals achievement.

Thus, in this context the best methods ever were and will always be the creation of dialogue between business representatives and authorities.

 

- How do You assess the situation being developed in this segment of the market at the moment?

Process of phytosanitary services regulation in Ukraine is at the stage of "capital reconstruction" now when the all old principals are broken or in a destruction stage, and the new ones are just being created.

Ukraine has cardinally changed the vector of its development, having accepted the direction of compliance to the European values, therefore the situation in this segment of the market at the moment has all the chances of communications’ simplicity as between phytosanitary experts in the internal and external market as well as interaction with authorities. At the same time orientation to the consumer is the priority principle of such relations.

 

- What, in Your opinion, should be undertaken first of all to achieve higher rates of the market work?

Firstly, it talks about the creation of simple, accurate, urgent and carried-out rules for market participants and experts of phytosanitary services.

Secondly, it’s creation of the comfortable environment for free business activity of market participants and their development.

Thirdly, the transparent activity of business authorities.

 

- How important, in Your opinion, is the role of industry associations, and Your Association in particular in development of the agrarian market?

The development of the agrarian market of Ukraine directly depends on the application of the available experience of acting market participant at this segment, as well as attraction of practice from the countries with stronger economy.

It is precisely, that such functions can be executed by industrial associations whose activity is focused on self-organization and application of the available experience for branch development by joint efforts.

 

Message of the Head of the Association to market participants

The Phytosanitary Association of Ukraine is opened for market experts in this sphere for the purpose of creation strong competitive branch in order to protect and satisfy the interests of market subjects on the internal and external market as well as concerns of consumers.

Only together, making joint efforts, and applying our extensive experience and desire to change a situation in Ukraine we are capable to organize the simple, accurate and carried-out rules for the development of phytosanitary services of the country.

Self-organization and collective protection of market interests give confidence to businessmen that their rights are not only in the paper documents of the legislation, but the value which is essential for the economy development of the country in general.

Many companies gathered in the Phytosanitary Association of Ukraine, which are ready not only to work seriously in this sphere, but also to bear full responsibility for the results of the work. We hope that there will be a minimum of opposition and a maximum productive dialogue in our relations with public authorities.

In spite of the fact that this summer we will have been working for only one year, I hope and suppose this opinion to be shared with other market participants, our company has already certain advantages being the part of the Association. The PAU has managed to prove itself in such questions as protection of members’ association interests before the third parties, at the state level. And I am sure, the PAU only gains steam.
