European part

In the first ten days of November 2015, in the Central, Northwestern and Volga Federal Districts the weather conditions were abnormally warm. In most parts of the territory the maximum air temperature was positive (+1...3°C), and on the warmest days, December 5-7, it increased to almost +5...8°. The minimum air temperature (-6...-3°, and even below in some raions) was observed mainly in the first two days of the reporting period and the last days. The average daily air temperature exceeded the standard by 5-8°, and in some raions - up 9-11°. Precipitations occurred in a variety of forms - snow, sleet and rain. The most significant rains (daily maximum level at 19-21 mm) took place in the west of the Northwestern and north-west of the Central Districts. Due to very warm weather and rains, low-scale snow covering completely melted in the beginning of the 10-day period (except for Belgorod and Voronezh oblasts). By the end of the reporting period, snow covering at fields almost disappeared, or its height did not exceed 1-4 cm. So, winter hardness processes of winter crops started reducing. In the north-eastern oblasts winter crops fields were under snow, which height ranged within 6-15 cm. The agrometeorological conditions for wintering of crops were mostly satisfactory. However, in some north-eastern raions of the Volga Federal District after the snowfalls of December 7-8, snow height increased to 40 cm or more.

In the Southern, North Caucasian and Crimean Districts, there was observed rather unstable windy weather. On December 1-2 and 6-8, the maximum air temperature increased to +8...14° and more. In some raions of the North Caucasus and in Volgograd oblast, on December 2 and 7 the absolute maximum temperatures broke the previous records. The average air temperature exceeded the standard by 3-7°. In the period of December 3-5 and last days of the 10-day period, the average temperature conditions were colder than usual, below the standard by 2-3°. The minimum air temperature mainly dropped to -3…-8°, and even lower. The snow covering at fields was absent, and all precipitations appeared in form of rains. In the south of the Southern, North Caucasian and Crimean Districts, winter crops showed weak vegetation processes. Their condition was good and satisfactory. In last days of the 10-day period, all vegetation processes almost paused, due to weather cooling.

In the remaining part of the month, in most raions of the European part of the Russian Federation the agro-meteorological conditions for grain crops wintering will be mostly satisfactory. Winter crops will continue developing its weak vegetation processes in Krasnodar Krai and the Crimean region.

Asian part

In agricultural raions of the Ural Federal District and Western Siberia, there were observed abnormally warm weather conditions. The average air temperature exceeded the standard by 5-8°, and on some days - up 10-15°. The maximum air temperature increased to +1...3°, and the minimum temperature dropped to -12...-10°, in eastern raions of Western Siberia the index decreased to -18...-14°. In the 10-day period, precipitations were mainly in form of snow and sleet, and sometimes in form of rain. Winter grain crops were under snow covering of 8-18 cm, during the reporting period. The weather conditions for wintering of grain crops were mostly satisfactory.

In the remaining part of December, in most raions of the Ural Federal District and Western Siberia, the agro-meteorological conditions for wintering of grain crops will be mostly satisfactory.
