In the period of August 11-20, western raions of the Northwestern Federal District faced colder weather compared with the usual weather conditions in mid-August. The average daytime air temperature decreased by 1-3° compared with the standard, and the maximum temperature reached +15...20°C. Only at the end of the reporting period, the temperature somewhat increased. It rained for 3-5 days, which complicated the harvesting campaign.

In most raions of the Central Federal District, the weather conditions were unstable. In the beginning and at the end of the period, it was considerably warmer than usual. The average air temperature exceeded the standard by 4-6°, and the maximum temperature rose to +25...29°C. In the remaining days of the period, the average air temperature was close the standard, or even lowered by 2-3°. In the coldest days (in the first five days of the period), the maximum air temperature did not exceed +14...19°C. It rained throughout almost the whole territory; on some days, there were heavy rains. In some raions, the capacity of precipitations exceeded the standard in 1.5-2 times, and in some raions of Moscow, Tula, Oryol, Kursk and Belgorod oblasts the precipitations reached 70-100 mm or even more, which exceeded the monthly standard. Rainfalls for 4-6 days significantly complicated the harvesting campaign. But weather conditions for formation of the harvest of late cultivated crops were satisfactory.

In eastern raions of the Northwestern District and in most raions of the Volga District, the excessive hot and dry weather dominated, which was favorable for harvesting works. The average daily air temperature exceeded the standard by 6-9°, while the maximum temperature rose to +35...38°, and even above in some raions. Early spring crops of late planting continued its ripening processes in the east of the Volga District, and at the end of the decade they reached complete ripeness. Weather conditions for formation of the harvest of cultivated crops (sunflower seed, corn) and development of sugar beet roots were scarcely favorable due to lack of moisture content.

In eastern raions of the Northwestern District, northeast of the Central District, and some raions of the Volga District, in the middle of the reporting period there were the optimum dates for winter grains planting for the harvest-2017. In some raions of the Volga District, the soil moisture content was deficient, and even bad in some fields. Agrarians provided the planting campaign of winter crops on a selective basis, where the soil moisture content was sufficient.

In most raions of the Southern and North Caucasian Districts, warm weather conditions dominated. The average daily air temperature exceeded the standard by 3-5°, in some days - up 6-8°. The maximum temperature increased to +32...37°. In several raions, there were precipitations of varying intensity for 2-3 days, and hails in Krasnodar Krai. In most days of the ten-day period, the weather conditions for harvesting works were favorable, for formation of late crops - mostly satisfactory. In some northern raions of the Southern District, the weather conditions for formation of the harvest of late cultivated crops were scarcely favorable, due to the deficit of rainfalls and soil drought.

In the remaining part of the month, in most raions of the European part of the Russian Federation the agro-meteorological conditions for formation of the harvest of late agricultural crops and realization of the planting works of winter crops for the harvest-2017 will be mostly satisfactory.

 

Asian part

In most agricultural raions of the Ural Federal District and Western Siberia, in the second ten-day period of August there was there were observed warm weather conditions. In the Ural District and Omsk oblast, the average air temperature exceeded the standard by 6-8°, in northern agricultural raions of the Ural District on some days the index grew by 9-12° compared with the standard. The maximum temperature rose to +28...35°C. Ripening processes of early spring grains continued developing, and at the end of the reporting period in most raions the grains reached complete ripeness. Agrarians started harvesting them. Waxy maturity of early spring grains was observed in a few raions only. In most raions there was quite small number of precipitations, and the weather conditions for harvesting works were favorable. In the middle of the reporting period, in northern agricultural raions of the territory there were the optimum dates for planting of winter grains for the harvest-2017. Some raions even started the planting campaign. The soil moisture content in such raions was mostly sufficient.

In the first five days of the period, in Eastern Siberia the average air temperature was at the standard level, and on some days - down 1-4°. The average index did not exceed +14...19°C. The weather conditions for ripening of early spring grains were scarcely favorable. In the second half of the reporting period, the weather got warmer. The average air temperature exceeded the standard by 2-3°, and the maximum temperature grew to +22...26°C. The weather conditions for ripening of early spring grains improved. At the end of the period, the early crops reached complete ripeness. The weather conditions for beginning of the harvesting campaign of early spring grains were mostly satisfactory, due to rains in the period.

In most southern agricultural raions of the Far Eastern District, the weather conditions became warmer compared with the standard level. The average daily air temperature exceeded the standard by 2-4°, while the maximum index grew to +22...24°C. For 3-5 days, it rained (on some days, the daily maximum level reached 20-40 mm or more), which somewhat complicated grain harvesting works.

In the remaining part of August, in most agricultural raions of the Asian part of Russia the agro-meteorological conditions for grain harvesting works and realization of the planting works of winter crops for the harvest-2017 will be mostly satisfactory.
