Ukraine: Verkhovna Rada registered the draft law, according to which only agricultural producers to export grains
On January 14 the Verkhovna Rada of Ukraine registered the draft law #3882, according to which only agricultural producers or their related legal entities can realize grain export operations, and the State agent on the exports and imports of grains and its by-products.
According to the explanatory note to the draft law, the domestic grain producers have to work with a large number of intermediaries. Despite its important social and budget revenue generating function, significant investments to the Ukrainian agriculture, agricultural commodity producers experience significant financial losses due to the activities of intermediaries.
As a result of the possible adoption of the draft law and granting of the right of grain exports exclusively to domestic agricultural producers, the profitability of such enterprises will increase. Besides, the draft law proposes to give agricultural producers the right for priority passing of the customs control during operations on grain exports.
