Russia plans to impose duties for Ukraine – A.Ulyukaev

Due to ratification of the Association Agreement by the Verkhovna Rada of Ukraine and the European Parliament, the Government of Russia should adopt the decree for imposition of the customs duties for Ukrainian commodities, announced Alexey Ulyukaev, Minister of Economic Development of the Russian Federation, on September 16.

According to him, it is the right symmetrical construction: Ukraine ratified the Agreement, and the Russian Ministry signs the decree. Russia has already adopted the decree of the Government, according to which in the case of provisional application of the Association Agreement between Ukraine and the EU, Russia introduces the most favoured nation treatment, in other words gives up the preferential regime for Ukraine, said A.Ulyukaev.

However, he noted that in the case of implementation of the reached agreement between Ukraine, Russia and the EU to postpone the application of the free trade zone of the EU-Ukraine until December 31, 2015, Russia will delay adoption of the reporting measures.

According to A.Ulyukaev, if until the end of October 2014 Ukraine takes "any decree which demonstrates that Russia and Ukraine are equally aware of the Brussels agreements", then Russia will decide to postpone the decision to impose the customs duties on Ukrainian commodities until the end of 2015.
