Starting from August 9, 2007, the Law of Kazakhstan Republic No 313-III ZRK dd. July 26, 2007 to introduce grains export licensing came into force. This document introduces corresponding changes to the Law of Kazakhstan Republic "About grain". In particular, it introduces "licensing of grain export activity ".

License action for the right to sell grain for export is suspended according to the legislative act of Kazakhstan Republic.

In addition, state keeps the right to exercise license control of grain exporters' activity via planned and unplanned examination.

According to Ministry of Agriculture of Kazakhstan, at present they elaborate subordinate legislation acts determining procedure and order of grain export licensing.

At the same time, according to the participants of Kazakhstan export grain market, grain wagon cargos for export without official permission-license are not accepted.

The range of market participants supposes that export licensing is introduced to regulate grain prices grain prices in the country, in particular for wheat, that continue increasing in spite of harvest campaign progress and good crop forecast.
