Russia: NAESP appealed to the Government to specify the mechanism of action of the customs duties on wheat

On July 7, the National Association of Exporters of Agricultural Products (NAESP) appealed to Arkady Dvorkovich, Vice Prime Minister of the Russian Federation, asking to specify the mechanism of levying and sizes of new export duties on wheat, to avoid different stretching by the customs officers.

NAESP considers the need to regulate the grain market in a critical situation, and believes that the mechanism of such regulation should be completely transparent, and concisely set in the decision of the Russian government, for avoiding any permissive interpretations, informed the Association.

Also, it was noted that the regional customs offices have different interpretations of the government decree concerning the new export duties, and levy it in accordance to their statistics. At the same time, the rates of customs duties are much higher than the specified index of 50 RUR/t, according to calculations of the Association basing on the cost of wheat on the domestic and foreign markets and the USD/RUR exchange rates, against the index of 7-31 USD/t at the customs office.

The subjective approach of the customs authorities to calculation of the export duties creates additional barrier to transparency of the working conditions on the grain market of Russia, added the NAESP. The observed combination of risks makes wheat exports from Russia as completely unpredictable, according to the announcement.

As a remider, since July 1 the export duties on Russian wheat are set at the level of 50% minus 5`500 RUR/t, but not less than 50 RUR/t.
