Today, foreign citizens can enter Kazakhstan only by flights from all countries with which Kazakhstan has resumed regular passenger flights. At the moment, these are the following countries:

  • visa do not required: Armenia, Belarus, Georgia, Kyrgyzstan, UAE, Russia, Tajikistan, Turkey, Uzbekistan, Ukraine, South Korea;
  • visa required: UK, Hungary, Germany, Egypt, Qatar, Maldives, Netherlands, Poland, Montenegro.

Travellers need to show a coronavirus free PCR certificate issued within 72 hours before the arrival. It is not required to provide a certificate of a negative coronavirus test for children under 5 years of age, provided that the accompanying persons have the certificates.

Citizens of Kazakhstan and foreigners with a residence permit of Kazakhstan who have received a full course of vaccination against COVID-19 in Kazakhstan (a foreign vaccine does not exempt from the requirement of a PCR test), in the presence of documentary confirmation (vaccination passport), may not provide a PCR certificate of a negative test for coronavirus.

Citizens of Kazakhstan and foreigners with a residence permit of Kazakhstan who have received a full course of vaccination against COVID-19 in Kazakhstan (a foreign vaccine does not exempt from the requirement of a PCR test), in the presence of documentary confirmation (vaccination passport), may not provide a PCR certificate of a negative test for coronavirus.

In addition, the Ministry of Foreign Affairs of the Republic of Kazakhstan exchanged notes on the mutual recognition of vaccination passports with the authorized state bodies of Georgia, Hungary, Kyrgyzstan, Moldova, Mongolia, Thailand and Turkey. Thus, citizens of Kazakhstan and the above countries who have completed a full course of vaccination against coronavirus infection can cross state borders without quarantine restrictions (PCR test, self-isolation, etc.) on the basis of vaccination passports against COVID-19.

At the same time, countries such as Belarus, Vietnam, Egypt and Oman unilaterally recognized vaccination passports of foreign countries and made it easier for arrivals to enter. To visit these countries, citizens of Kazakhstan also need to provide a document confirming vaccination against COVID-19 at border checkpoints.

Entry to Kazakhstan through land checkpoints for citizens of Russia and other countries without presenting grounds is allowed only for the following categories:

  • personnel of the diplomatic service of foreign states and members of their families (spouse, parents and children);
  • members of official delegations of foreign states and international organizations traveling to Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;
  • employees of international organizations accredited in the Republic of Kazakhstan and members of their families (spouse, parents and children);
  • ethnic Kazakhs, in the presence of a valid visa of the Republic of Kazakhstan of the category "C10", "B8" or identity documents with a mark of belonging to Kazakh nationality (passport, identity card, birth certificate, etc. with a notarized translation) and members their families (spouse, parents and children) – but no more than once every 30 days (the countdown for the next permit to enter Kazakhstan starts from the date of departure from Kazakhstan);
  • those, who have written invitations from scientific organizations in the field of health care of the Republic of Kazakhstan (according to the list approved by the Ministry of Health of the Republic of Kazakhstan), exclusively for surgical methods of treatment (accompanied by no more than two adults);
  • family members and close relatives (spouse, parents (parent), children, adoptive parents, adopted children, full and half brothers and sisters, grandfather, grandmother, grandchildren) who are going to the funeral, if there are supporting documents , as well as persons accompanying the body (ashes) of deceased family members and close relatives to the place of burial;
  • those, who go to care of seriously ill family members and close relatives (spouse, parents (parent), children, adoptive parents, adopted children, full and half brothers and sisters, grandfather, grandmother, grandchildren) and their minor children, in the presence of supporting documents from a medical institution about a serious illness;
  • those, who have residence permits in the territory of the Republic of Kazakhstan and their family members (spouse, parents and children) – but no more than 1 time in 30 days (the countdown for the next permit to enter Kazakhstan starts from the date of departure from Kazakhstan);
  • family members of citizens of the Republic of Kazakhstan – subject to confirmation of the fact of family ties (spouse, parents and children) and their minor children – but no more than 1 time in 30 days (the countdown for the next permit to enter Kazakhstan starts from the date of departure from Kazakhstan);
  • those, who are studying in educational institutions on the territory of the Republic of Kazakhstan (pupils, students, listeners, cadets), as well as in the case of their entry into the Republic of Kazakhstan for the extension of study visas, registration of student ID-cards, passing exams (tests) in the presence of invitations from Kazakhstani educational institutions. If a foreign citizen entering for the purposes specified in this subparagraph is a minor, it is allowed to accompany him/she by his/her parents (guardians or trustees);
  • employees (specialists) of companies of social importance, according to the list approved by a specially created Interdepartmental Commission chaired by the Deputy Prime Minister of the Republic of Kazakhstan for each individual case.

In the absence of the listed documents, foreign citizens are not allowed into the country, and citizens of Kazakhstan and persons with a residence permit in Kazakhstan are subject to isolation in a quarantine hospital for up to 3 days for laboratory examination for COVID-19 using the PCR method. After that, those arriving with a negative result are explained about the possible symptoms of COVID-19 with the receipt of a corresponding receipt.
