Ukraine: agricultural industry requires top-priority legislative reforms – I.Miroshnichenko

The agrarian sector of Ukraine requires a number of basic measures to change the present legislation in the reporting market segment, to ensure effective and qualitative reforming of the industry, declared Ivan Miroshnichenko, Member of the Verkhovna Rada, on March 24 in Washington, D.C. during his speech at the Ukrainian-American Agrarian Congress.

First of all, it concerns simplifying the process of land rent, and other licensing procedures in the industry, as well as deregulation of crop rotation. It is proposed to establish the minimum rental period for agricultural lands at 7 years, fix rent charge payment only in money terms, cancel the binding documents regulating crop rotation, and the corresponding state control in the market segment, eliminate 5 mandatory supplement documents to the rental contract, allow renting of private lands, said the Member of the Parliament.

Also, I.Miroshnichenko considered it necessary to decentralize the public administration of land resources, amend the procedure for identification of animals in accordance with the EU regulations, bring the current Law of Ukraine "On forages" in balance with the EU legislation.

The existing quarantine and phytosanitary regulations became another important sphere of continued legislative work in Ukraine. To date the regulations are the source of daily bureaucracy, based on corruption, said I.Miroshnichenko.

In particular, the expert called reducing the time of issuance of quarantine and phytosanitary certificates, creation of various regulations for the imports, exports and domestic movement of agricultural products in Ukraine, and cancelation of the compulsory registration of legal entities – grain producers, as the priority measures on the market.
