Russia: Government approved imposition of the quotas for grain exports

The Government of the Russian Federation approved imposition of the quotas for the exports of grain crops from the country at the level of 7 mln tonnes since April 1, 2020. The decree #385 dd. March 31, 2020, fixed the government decision. On April 2, the authorities published the decree on the official web-portal for legal information.

According to the decree, since April 1 to June 30, 2020 (both dates inclusive) the authorities imposed the quantitative restrictions (quotas) on the exports of wheat and meslin, rye, barley and corn from the territory of the Russian Federation to the countries that are not members of the Eurasian Economic Union, because the are essential for the domestic market of Russia. The general quotas volume total 7 mln tonnes, except for grain seeds.

Also, the authorities will distribute the reporting quotas basing on declarations, submitted by foreign trade participants.

The Ministry of Agriculture was instructed to publicate information about distribution of the quotas on its website.

The Federal Customs Service, the Ministry of Agriculture and the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) are responsible for monitoring of the further realization of the decree.
