The Ministry of Agriculture of the Russian Federation plans to implement the mechanism of quotas for grain export on the permanent basis, declared the Minister of Agriculture, Dmitry Patrushev.

“We want the mechanism of quotas for grain export to operate on the permanent basis. We plan to determine the parameters of quotas together with the market participants when we have the final results of the harvesting campaign, apparently, in October 2020” – the Minister said.

He pointed out that these plans are based on the high demand for Russian grain on the global market, while the absence of control measures could lead to the grain deficit on the inner market. The Minister emphasized that there is no need to implement this mechanism in the first half of the season.

The Minister said that the mechanism takes away some part of farmer’s income.

“Our task is to increase the output of crop products. Moreover, the duty could not protect the domestic market against the too intense export. We do not see the need to implement this mechanism now”, - he concluded.
