In the first ten days of September 2016, Ukraine faced rather warm weather conditions as for the beginning of the reporting month, and almost dry weather due to influence of strong anticyclone. In most oblasts, the indices of average daily temperatures were similar or exceeded (in the western half of the country) July and August climatological standards. On some days, the maximum temperature figures reached absolute high levels. At the same time, the night temperature figures were quite low.

In the first five days of September, there were light rains in the extreme west of the country only, and in some northern raions of Chernihiv, Sumy and Zhytomyr oblasts. There was moderate dew level, light morning mists on some days, but the relative humidity was very low for the beginning of September.

Duration of sunshine to the ground surface varied within 80-117 hours in all oblasts, which exceeded the standard level by 11-47 hours.

The average air temperature exceeded the standard level in Poltava, Dnipropetrovsk and Zaporizhia oblasts by 1.0-2.5°C, while in the remaining oblasts the temperature index grew by 2.6-5.5°C compared with the standard, and totaled +16…22°C.

In the warmest days the maximum air temperature reached +29-34°C. During 1-4 days, the air temperature indices in most oblasts, except for Volyn, Rivne, Zhytomyr and Sumy oblasts, exceeded the level of +30°, and for 5-9 days – in Vinnytsia, Mykolaiv, Odessa and Kherson oblasts.

In the coolest nights, the minimum air temperature decreased to +4…10°C in most oblasts.

In the coldest nights, the soil surface temperature decreased to +4…8°C, while in the warmest days the index grew to +47…61°C.

There were no effective rainfalls in the most part of the country. Only in Volyn, Ivano-Frankivsk and Lviv oblasts the average regional precipitation level varied within 17-64% of the ten-day standard (3-16 mm), in Zakarpattia oblast - 159% (35 mm).

The average soil temperature at the depth of 10 cm varied within +20°C in the north to +25°C in the south. During 5-10 days, the index increased to the level of +25°C and above.

Relative humidity of the air varied within the range of 46-80%. During 1-6 days, the index declined to 30% or even below in most oblasts of the country, except for Chernihiv oblast, and for 7-9 days – in southern, Dnipropetrovsk and Chernivtsi oblasts.

Due to high air temperatures and deficit of precipitations, the weather conditions for accumulation of soil moisture reached critical level. The soil drought terms continued expanding and strengthening. At the end of the reporting period, the upper soil layers in most raions were dry or low-moistened. In many raions, where the soil layers were moisture-free at the level of 0-20 cm, the drought reached the criterion of natural agrometeorological hazard.

In western and northern oblasts, the moisture provision was abnormal low for the beginning of September, due to long-term deficit of precipitations. In the period of August 1 -September 10, in many raions of the oblasts the precipitation level totaled 15-25% of the standard, and the average air temperature exceeded the standard by 2-3°C.

Taking into account the soil drought level and weather forecast for the nearest future, which expect rains in the third ten-day period of September, in most raions agrarians will start the mass planting works of winter grains in late September - mid-October.

The weather conditions develop in slightly better way only in those raions of Kharkiv, Luhansk, Chernihiv, Sumy, Donetsk, Zaporizhia, Kherson oblasts, where it rained in the third ten-day period of August. However, in terms of high air and soil temperatures, and low air humidity, soil moisture level continued quickly lost reducing. Low-level moisture reserves in the soil and high temperatures of the soil did not provide sufficient condition of winter rapeseed sprouts.

At the same time, in the reporting ten days of September the weather conditions were favorable for ending of the vegetation period of cereal and industrial crops, and contributed to high quality of the crop harvested volumes. Agrarians in southern, eastern and some north-eastern oblasts started planting winter wheat.

The weather conditions for further development of field works in September 2016 in Ukraine will be good and satisfactory.
