In the first half of September 2016, in the Central Federal District and most part of the Volga District there was observed rather warm weather conditions. The average daily air temperature was close the standard, or exceeded the index by 1-3°. In the second half of the month, the temperature indices somewhat reduced, and the daily temperature mainly totaled +10...13°C, but on some days in the Volga District the temperature even increased to +17...20°C. In the Northwestern Federal District warm weather conditions dominated in most days of the month, it became cold in the last 3-4 days of September only. In the first half of the month, agrarians provided the mass planting campaign of winter grains in most raions of the reporting Districts, but in the second half agrarians mainly planted grains in southern raions of the Districts. In most raions of the Southern and North Caucasian Federal Districts there were moderately warm (+24...28°C in daytime) and mainly dry weather conditions, which continued keeping until September 18-21. The weather conditions for harvesting of late grains, industrial crops and vegetable crops were rather favorable, but in Krasnodar Krai and some northern raions of the Republic of Crimea and Rostov oblast, as well as some raions in the North Caucasian Republics, they worsened due to rains for 2-3 days (20-25 mm or more). In the third ten-day period of September, most raions of the Southern District and western raions of Stavropol Krai faced frequent and strong rains (35-45 mm, in some raions - 50 mm or more). The weather conditions for harvesting works were rather unfavorable and bad. Only in eastern raions of Stavropol Krai, most raions of the Republics of Crimea, Kalmykia and Dagestan, where rains were quite small (3-12 mm), the weather conditions were favorable for harvesting works. In the first half of September, in the northern half of the Southern District agrarians continued planting winter crops, and there were sprouts at some fields in the second ten-day period of the month. In the second half of the month, agrarians started planting winter crops in most remaining raions. The condition and moisture content of plants in the raions was mostly good. In the east of Stavropol Krai and the Republic of Kalmykia, where precipitations were poor in September, the moisture reserves in the soil remained at the minimum level.

In early September, in most agricultural raions of the Ural Federal District the weather conditions were much warmer than usual. The average daily air temperature exceeded the standard by 4-7°, while the maximum temperature rose to +20...26°C. Then, the temperature indices dropped, and until September 20 the maximum temperature figures usually rose to +14...16°C. But on some days in the north of the District the indices reached +10...12°C only, due to rains almost every day (25-30 mm, and 50-80 mm or more in the north of the District). The weather conditions for continuation of the harvesting works and ending of the planting campaign of winter grains due to rains, and waterlogged topsoil layers in some raions, were quite unfavorable. On September 21-22, the weather became warmer than usual, and such weather kept until the end of the month. In the beginning of the month in Eastern Siberia, and on some days in late September, the weather conditions were colder than usual. The average daily air temperature decreased by 2-5° compared with the standard, and the maximum temperature did not exceed +12...17°C. In the periods of September 5-6 and September 22-23, the average air temperature increased by 3-5° compared with the standard, and on some days – up 6-8°, while the maximum temperature rose to +20...25°C. The level of precipitations in most raions was rather small, and the weather conditions for harvesting works were mostly good. Only in Zabaykalsky Krai in the first half of the month, and in the Republics of Khakassia and Tyva in late September, the weather for harvesting campaign worsened due to heavy rains.
