In the first ten days of November 2016, the Northwestern, Central Federal Districts and most part of the Volga District faced mainly cold weather conditions, which were lower compared with the standard. In most days, the minimum air temperature decreased to -5...-3°C (in some northern raions of the Northwestern and Volga Districts the indices reached -18...-15°), while the maximum air temperature rose to -2...0° only, and the average air temperature was mainly lower by 2-4° compared with the standard. Warming in the last three-four days of the reporting period in the Central Black Earth Region and the south of the Volga District melted down the snow covering formed in the raions at the end of October. The daytime air temperature increased to +6...8°C (in the far south - +10...13°), at night - +2...5°C, and the average air temperature exceeded the standard by 2-4°. Winter grain crops renewed its vegetation processes at some fields. Precipitations usually took the form of snow and sleet, and rains in the south of the territory. In most raions of the Central and Volga Districts there were heavy precipitations (35-60 mm and more for the ten-day period), in the Northwestern District and the north of the Volga District the index varied within the range of 10-20 mm. In the northern half of the European part of Russia (to the north of the line Yelnya (Smolensk oblast) - Kaluga - Murom (Vladimir oblast) - Samara - Sterlitamak (Bashkortostan)), there was a snow covering at the fields with a height of 5-15 cm and more, which caused some freezing of the topsoil layer. Agro-meteorological conditions for beginning of the wintering period were mostly satisfactory. The minimum soil temperature at the tillering node depth of winter crops (3 cm) mainly totaled -1…0°C.

In the Southern and North Caucasian Federal Districts the weather was rather unstable. In the first half of the ten-day period, on some cold days the daytime air temperature increased to +2...5°C, but on some warm days the index totaled +8...12°C. In the south of the territory, there were observed rather poor vegetation of winter crops in the daytime. In the middle of the reporting period, in most parts of the Districts the average daily temperature exceeded 5°C, and vegetation processes of winter crops restored. At the end of the ten-day period, in Krasnodar and Stavropol Krais, and the Crimea the maximum air temperature rose to +22...26°C, and winter crops demonstrated active vegetation processes. The condition and moisture content of plants was mostly good. Some agricultural enterprises continued the planting campaign of winter crops. Agrarians continued harvesting rice, sunflower seed, corn, sugar beet, vegetables and fruit crops. Agro-meteorological conditions for field works were mostly favorable, but on some days they worsened due to rains (10-15 mm).

In most raions of the European part of the Russian Federation, the agro-meteorological conditions will be mostly satisfactory for ending of the field works in November. In the southern half of the Southern District and most raions of the North Caucasian District, there will be weak vegetation processes of winter crops.

 

Asian part

In agricultural raions of the Ural Federal District and Western Siberia, there was observed the winter weather pattern. Precipitations were mainly in the form of snow. In the reporting period, winter grain crops remained under snow covering. In the beginning of the ten-day period, in most raions of the Ural District and the western half of Western Siberia its height was rather small (2-8 cm). In the east of Western Siberia the snow covering depth totaled 15-20 cm and more. In the reporting period, most raions of the territory faced thaw processes. The average daily air temperature exceeded the standard by 1-4°, and in daytime the air temperature rose to +2...4°C, and in the east of Western Siberia snow cover slightly decreased.

In the period of November 3-6 and on November 8, in most raions of the reporting territory, and in the north-east of the Ural District, as well as in Omsk oblast, the average daily air temperature reduced by 5-9° compared with the standard, while the minimum air temperature in most raions reduced to -17...-10°C, and in northern raions of the territory - -21...-19°C. Such drop of air temperature was not dangerous for winter grain crops, because they remained under the snow covering, which even increased its height. In the north of the Ural District and in the north-east of Western Siberia, the snow covering height totaled 15-20 cm, but in the extreme southern raions of the Ural District and south-western raions of Western Siberia - 5-9 cm. The minimum soil temperature at the tillering node depth of winter crops mainly totaled -5...-3°C, and in some raions - -9...-7°C. The weather conditions for wintering were satisfactory.

In most agricultural raions of the Ural Federal District and Western Siberia, the agro-meteorological conditions for wintering of grain crops will be mostly satisfactory.
