European part

On most days of the first ten-day period of July 2019, in the Northwestern, Central and Volga Federal Districts the weather conditions became somewhat colder compared with the standard level (+17…22°C in daytime), and the average daily temperature reduced by 2-4°C compared with the standard level. In the beginning of the ten-day period, on some warm days in the Central Black Earth oblasts the maximum air temperature rose to +27…33°C. while in the Middle Volga region the figures developed at the end of the ten-day period. In most raions, the minimum air temperature fell to +6…10°C.

In almost all raions, there were rains of varying intensity (the ten-day precipitation depth varied within 15-30 mm), which replenished the moisture reserves in the soil. In the south-east of the Central District, and in some raions of the Middle Volga region, the drought processes stopped, and the weather conditions for formation of the harvest of late crops somewhat improved. In most raions of the Northwestern District, north-eastern raions of the Central District, northern and eastern raions of the Volga Districts, rains were frequent and heavy (the precipitation depth at 40-60 mm and more), in many fields in the reporting raions the soil was waterlogged, as well as heavy rains possibly caused lodging of tall-growing grain crops. In Saratov, Samara and Ulyanovsk oblasts, and in western raions of the Republic of Bashkortostan, the precipitation depth was quite small, and in some western raions of Orenburg oblast the precipitations were almost absent. In some fields, the soil drought processes developed, which even reached the level of the dangerous agro-meteorological phenomena — dry hotwind. The agro-meteorological conditions for development, growth and formation of the harvest of most crops were mostly satisfactory. In the northern half of the territory, winter grains were mainly in the milky kernel stage, while in the southern half they reached the gold ripeness stage, and in some fields — the complete ripeness stage. In northern raions, early spring grains demonstrated grain filling processes, while in southern raions the fields with early planted crops already reached the stage of gold ripeness. In the Central Black Earth oblasts and the Middle Volga region, corn areas entered the stage of heading of panicles, and continued its leaf growing processes, while sunflower seed areas — inflorescences formation and growth, and sugar beet — root growth processes. The condition of major agricultural crops was mainly good, but in the Volga District the figures were good and satisfactory.

On most days, in the Southern and North Caucasian Federal Districts the weather conditions were rather hot (+33…38°C in daytime), with few dry hotwind weather events. There was low level of precipitations, and in some raions of the region the soil drought processes continued dominating. The agro-meteorological conditions for the growth, development and formation of the harvest of most crops were mostly scarcely favourable. At the same time, the drought damaged crops throughout some part of the fields. In most fields, winter crops already reached the stage of complete ripeness, as well as spring crops — the gold and complete ripeness stages; so in favourable terms, agrarians started harvesting the reporting crops. Corn areas entered the stages of heading of panicles and ear flowering; while sunflower seed — head flowering and growing; and sugar beet — root growth processes. Also, the moisture provision of plants was rather satisfactory and insufficient, and sometimes even bad.

In the remaining part of the month , in most raions of the European part of the Russian Federation the agro-meteorological conditions will be mostly satisfactory for realization of the harvesting campaign.

Asian part

For the first ten days of July 2019, in most agricultural raions of the Ural Federal District there were somewhat warmer weather conditions than usual. The average air daily temperature increased by 1-2°C compared with the standard, and the maximum temperature rose to +28…31°C. On most days in the reporting raions, and for the whole ten-day period in Omsk oblast, there was observed somewhat colder weather compared with the standard. The average air temperature decreased by nearly 1-3°C below the standard. At the same time, the maximum temperature rose to +19…23°C, and on some days — to +25…27°C.

Precipitations of varying intensity (15-40 mm and more) provided the sufficient moisture content to plants. The conditions for the growth, development and formation of grain harvest were good and satisfactory. At the end of the ten-day period, winter crops mainly reached the milky kernel stage, while early spring crops continued earing and blooming, also in the north of the territory the fields with late planted crops still continued its stem growing processes. In the other raions of the Siberian Federal District , only on some days in the beginning of the ten-day period the weather conditions became colder compared with the standard level, and the average daily air temperature decreased by 2-4°C. Since July 2-3, in all raions the weather conditions became warmer than usual, and such trend developed until the end of the first ten-day period. The average air daily temperature increased by 2-4°C compared with the standard, and the maximum temperature rose to +27…30°C. In most raions of Altai Krai, in the north-east of Krasnoyarsk Krai, in the south of Novosibirsk and Irkutsk oblasts, the precipitation depth was quite small (less than 10 mm), and the stocks of productive moisture content in the tilth-top soil layer decreased fell to insufficient level, but in the meter soil layer the figures were quite satisfactory. In the reporting period, in the remaining raions of the District the precipitation depth varied within 15-30 mm and more, and the moisture provision of plants was basically sufficient. In all raions, the conditions for the growth, development and formation of grain harvest were good and satisfactory. Winter crops reached the milky kernel stage, while early spring crops still continued earing and blooming. Also, in some fields under late planted crops in the north-east of the District, the crops still continued its stem growing processes.

In the first ten-day period, in the Republic of Buryatia and Zabaykalsky Krai the warm weather conditions dominated. The average air temperature exceeded the standard by 3-6°C, and the maximum temperature grew to +28…34°C. In southern raions, the level of precipitations was quite little (less than 10 mm), and the moisture provision of early spring grains, which mainly continued stem growing processes, developed at the insufficient level. In the reporting period, in other raions of the territory the precipitation depth varied within 15-30 mm and more, and the moisture provision of plants was rather sufficient. On some days, in southern raions of Zabaykalsky Krai the minimum air temperature dropped to +0…2°C, and the heat resources for the growth and development of early spring grains were rather deficient. At the same time, the conditions for the crops growth and development were mostly satisfactory.

At the end of the reporting period, in Amur oblast and Khabarovsk Krai the weather conditions became warmer compared with the standard. The average daily air temperature exceeded the standard by 2-4°C. On the other days of the period, the figures varied at the standard level or reduced by 2-5°C. On most days, in the reporting raions the maximum air temperature increased to +25…31°C, and on some days — to +19…22°C. On most days of the ten-day period, in Primorsky Krai the weather conditions were colder than usual. The average daily air temperature mainly decreased by 1-3°C compared with the standard, and the maximum temperature did not exceed +13…15°C, while on some days the figures increased to +17…23°C. Rains supported the good moisture provision of grain crops. In the south of Primorsky Krai, there were heavy rains, which caused such dangerous agro-meteorological phenomenon as the severe waterlogging of the topsoil layers, and created rather unfavourable conditions for the further growth and formation of the harvest of early spring grains. In the reporting raions, the crops continued earing, and in the other raions of the territory they continued its stem growing processes under the satisfactory weather conditions.

In the remaining part of July 2019 , in most agricultural raions of the Asian part of Russia the agro-meteorological conditions for formation of the grain harvest will be mostly good and satisfactory.
