European part

Northwestern, Central and Volga FDs faced the weather much warmer than usually. The average air temperature exceeded the norm by 3-6°. The maximal temperature reached 8-12° in the warmest days. The temperature declined at the end of the reporting period. The minimal temperature declined to -5-0°.

The rains were small (5-10 mm) in southwestern regions of Northwestern FD, many regions of Volga FD and northeastern regions of Central FD. Other regions got 15-20 mm of precipitation. In some regions of central black-earth and southern nonblack-earth oblasts, the amount of precipitation reached 20-25 mm and more. The moisture supply increased for winter crops. Conditions improved for growth and development of winter crops.

Small snow cover was observed in some northeastern regions of the territory in most of days. In the end of the reporting period, the snow cover of 1-2 cm formed in eastern regions of Northwestern FD, northern half of Volga FD and northeastern regions of Central FD.

Vegetation of winter crops was observed in some days of the period in daytime across most of the territory. It had stopped by the end of the period due to cold snap. Conditions were good and satisfactory for vegetation of winter grain crops. Plants reached tillering phase across most of the area.

The weather was very warm and mainly dry in Southern and North Caucasian FDs. The average air temperature exceeded the norm by 2-6°. The maximal air temperature reached 15-20°. Winter crop reached the phase of sprouting, leaves formation and tillering depending on planting time. Conditions were mostly scarcely favorable for sprouting and initial development of winter crops in most of regions due to soil moisture deficit.

Asian part

Weather was much warmer than usually across most of regions of Ural and Siberia FDs. The average air temperature exceeded the norm by 5-9°. In the warmest days, the maximal temperature reached 11-14° across some regions of Chelyabinsk oblast, in south of Omsk and Novosibirsk oblasts, in west and center of Kemerovo oblast and in most regions of Altay Territory. It reached 15-19° in southern regions of Altay Territory. The minimal temperature was above zero in such days (1-4°) and winter grain crops resumed vegetation. The maximal temperature was 7-8° across the rest of regions and the slight vegetation of winter crops was observed in sometimes during the daytime.

There was no snow on most fields of northern regions of the territory in most days of the period. The harvesting campaign progressed under satisfactory conditions. The snow cover of 2-6 mm was observed in most regions of Ural FD and in northern and eastern regions of West Siberia in the end of the ten-day period. Farmers put an end to the field works. Vegetation of winter crops stopped. Decline of temperature was not dangerous for grain crops as they mostly reached tillering phase.

The weather was warmer than usually in East Siberia and most region of Far Eastern FD. Conditions of plants were mainly good and satisfactory. The snow cover of 1-8 mm was observed almost everywhere.
