Russia: Ministry of Agriculture proposed to quota grain exports until the end of the season

The Ministry of Agriculture of Russia proposed to impose the quantitative restrictions on grain exports in the fourth quarter of 2019/20 MY. The corresponding proposal can be found in the draft decree developed by the Ministry "On imposition of the temporary quantitative restrictions on the exports of grain crops from the territory of the Russian Federation to countries that are not members of the Eurasian Economic Union", reported the press-service of the Ministry, on March 27.

In particular, the draft decree proposes to impose the quotas of 7 mln tonnes for the exports of wheat and meslin, rye, barley and corn, except of grain seeds, for the period from April 1 to June 30, 2020.

The Ministry made the proposal, in order to keep the stability on the food market of the Russian Federation and the EAEU countries in the current economic conditions.

In addition, since March 27 the Ministry of Agriculture started preparing for commodity grain interventions, in order to stabilize the domestic market, taking into account the established price levels for 2020/21 MY.

Taking into account the current situation, the food security issues certainly come to the fore. The proposed measures will guarantee the necessary volumes of grains on the domestic market, prevent the price runup for basic crops, as well as consumer prices of the final products of the flour, groats, bakery, meat and dairy industries for the Russian population, declared the Minister of Agriculture, Dmitry Patrushev.
