Ukraine: Government banned the exports of buckwheat until July 1 — Ministry for Development of Economy

On April 2, the Government adopted the decree "On amendments to the Appendix 1 to the decree of the Cabinet of Ministers of Ukraine #1109 dd. December 24, 2019", which banned the supplies of buckwheat on foreign markets until July 1, reported the Ministry for Development of Economy, Trade and Agriculture of Ukraine.

Thus, the decree imposes the temporary licensing and quota regime for the exports of buckwheat and hulled buckwheat grain (without bran covering) until July 1, 2020. In particular, the quota level for these products was fixed at the zero level, under the CN codes (UKTVED) 1008 10 00 00 and 1104 29 17 00. The reporting changes were applied to the Appendix 1 to the decree #1109 "Quota volumes of goods, which export is subject to licensing in 2020".

The ban on the exports of buckwheat is the temporary measure, required to protect the domestic market (as a reminder, Belarus, Russia and Kazakhstan temporarily closed their borders for the exports of buckwheat).

According to the announcement, to date the situation on the Ukrainian market is stable. The government always makes a dialogue with buckwheat manufacturers and retailers.

Ukraine will negotiate with the major countries-producers to cancel the bans, in order to maintain the international food security and restore normal international trade conditions. Also, the Ministry will appeal to Ukrainian agricultural enterprises to increase the planted areas under buckwheat.
