Memorandum “on overloading” came into force in Russia

On September 15, a Memorandum of participants of Russian agricultural market on countering violation of weight standards in road transportation came into force.

The Memorandum obligates consignors not to exceed the permissible vehicle mass and (or) the permissible vehicle axle load, established by the requirements of the current legislation, when loading grain and oilseeds. In turn, grain terminals (ports, elevators) undertake to refuse to accept for unloading of road transport, if its weight is more than 2% higher than the permissible one. These conditions will be included into the contracts.

In addition, the document provides for the responsibility of carriers and forwarders to accept grain and oilseeds for transportation only within the limits of the permissible weight and (or) permissible vehicle axle load, set the price for the service taking into account the observance of statutory payments (taxes, contributions), fees, as well as weight norms and restrictions.

All the leading Russian grain exporters supported the terms of the Memorandum.
