Russia will not be able to take up a quota for grain exports this season due to "invisible barriers" for supplying to the world market, Eduard Zernin Chairman of the Board of the Union of Grain Exporters of Russia declared, Interfax reports.

“The availability of vessels is the main of these barriers. Everything related to maritime transport is the most efficient for bulk cargos, including grain. We face significant obstacles. There are certain jurisdictions that are popular in navigation, which prohibit ships under their flag from entering the territory of Russian ports, even though there is a clear command for loading grain. That is, it is simply prohibited by these jurisdictions, including those from the European Union”, – E. Zernin said.

This significantly limits the ability of countries to get the Russian grain they need, he added. At the same time, according to E. Zernin, the construction of the required number of Russian vessels will take several years, “during which all customers, including largest buyers of Russian grain, will find themselves in an ambiguous situation”, if the current restrictions are not immediately lifted.

The head of the union also mentioned the existing restrictions on payments for shipped grain.

"Credits for purchasing of Russian grain are currently frozen in third banks, which traditionally were the main clearing organizations for payment in the field of trade finance", – E. Zernin said.
“This is critical for small and medium businesses, which account for about 30% of Russian exports. When a company literally fights to get money out of the bank for two months, all purchasing operations are suspended”, – he explained.
