In the first half of November in the Northwestern, Central and Volga Federal Districts there was held abnormally warm weather. The average daily air temperature exceeded the standard level by 4-6ºC, and on some days - 10-11ºC. In a number of subjects in the first decade of the month there were exceeded the absolute maximum temperature observed during the whole period of meteorological observations. In the second half of November the temperature levels gradually decreased, but almost until the end of the month the average daily air temperature remained positive and varied within the range of +3-6ºC. In general, in November 2013 almost universally the average temperature totaled 4-6ºC above the standard level. Vegetation of winter crops in most regions stopped after November 13-14, in southern oblasts - November 15-16, which is later the multiyear terms in 25-30 days. Such long process of winter crops vegetation in the current autumn was favorable for plant growth and development, but the period of plant hardening slightly decreased. The condition of winter crops at the time of vegetation stoppage was good and satisfactory, only in some fields it was poor, due to waterlogged soil layer. On November 25-27 throughout most parts of the territory at the fields with winter crops there was formed snow covering with the height of 2-9 cm and even more, only in the extreme south of the Central and Volga Federal Districts sometimes there was snow at the fields. Throughout almost the whole territory of the European part of Russia the soil freezing was rather small - mostly to the depth of 2-7 cm. The conditions for winter crops hibernation were satisfactory. In the first half of the month in the south of the Central and Volga Federal Districts some farming enterprises continued harvesting sugar beet, sunflower seed, and maize, but then due to lowering of air temperatures and frequent precipitations the conditions for completion of the harvesting works significantly worsened. In the Southern and North Caucasian Federal Districts the abnormally warm and mostly dry weather, favorable for vegetation of winter crops and complete of the harvesting works of late crops, was held until mid-month. The condition of winter crops was estimated as good throughout 75% of the planted areas in the region, satisfactory - 22%, and the winter crops still did not germinate throughout 3% of the planted areas.
In November 2013 in most agricultural regions of the Asian part of the Russian Federation there was observed abnormally warm weather conditions. The average daily air temperature in most days of the month exceeded the standard level by 5-7ºC, and in some days - up 8-11ºC. In some regions agrarians continued harvesting works to mid-November. The conditions for completion of the harvesting campaign were unfavourable, due to rains and snow, and establishing of the temporary snow covering. In the first and early in the second decade of the month in the Ural Federal District and in the south of Western Siberia the maximum air temperature rose to +8-12ºC, there was still observed a weak growth of winter crops in the daytime. Usually active vegetation of winter crops in the reporting regions stops on October 5-15. In the current year in most regions the process stopped in 15-25 days later compared with the usual dates. The condition of winter crops in most areas was good and satisfactory, but in some areas of the Ural Federal District - the condition of winter crops was very poor. At the end of the month in some northern regions of the Ural Federal District and the north-east of Western Siberia the snow depth totaled 6-10 cm or more, in the remaining territory - 1-4 cm, in some southern regions the snow covering at the fields was absent. But there were not observed low temperatures, harmful for the plants. The conditions for winter crops hibernation were satisfactory.
